Under limited supervision, this position provides strategic leadership and executive oversight of the Community Development Department, including planning, building, code enforcement, and related development services programs, guiding long-range planning efforts, overseeing land-use and zoning administration, and ensuring that development review, permitting, and regulatory processes align with Town goals, Council priorities, and community needs. This position manages departmental policies, budgets, resources, and personnel while fostering a collaborative, service-oriented culture. The Director serves as the primary liaison to Town leadership, elected officials, boards and commissions, community stakeholders, and regional partners on matters of growth, development, and land-use policy.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily while consistently demonstrating the Town’s core values of integrity, innovation, commitment to quality service, and teamwork.   • Provides strategic direction and leadership for the Department, aligning all operations, programs, and services with Town-wide goals, community needs, and Council priorities.
  • Establishes Department goals, objectives, and performance measures; monitors progress and adjusts strategy to achieve results.
  • Develops and administers the Department’s annual budget, monitors expenditures and recommends long-term capital and operational needs.
  • Oversees Department-wide staffing strategy, including organizational structure, talent development, and succession planning; supervises management-level personnel.
  • Represents the Town at public meetings, regional committees, and stakeholder engagements on matters related to the Community Development services.
  • Drives policy development and implementation for the Department’s operational areas; ensures compliance with applicable laws, regulations, and industry best practices.
  • Leads complex and high-impact initiatives within the Department and cross-departmentally; facilitates innovation and continuous improvement to enhance service delivery.
  • Advises Town Manager, executive leadership and elected officials on technical, regulatory, and strategic matters related to the Department’s mission; prepares and presents reports, studies, and recommendations.
  • Fosters a culture of transparency, accountability, and customer service, ensuring the Department maintains strong relationships with internal and external stakeholders.
  • Guides long-range planning and project prioritization, anticipating future community needs and positioning the Department for evolving challenges.
  • Performs other related duties as assigned.

The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered. Requires a bachelor’s degree in urban and regional planning, landscape architecture, community development, public administration or related field, supplemented by ten (10) years of progressively responsible experience in municipal planning or administration, with five (5) years of supervisory experience. Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history. Master’s degree preferred. Possession of AICP certification preferred. Employment Standards The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Knowledge of and experience in urban design and planning principles, practices, and administrative procedures.
  • Knowledge of the legal aspects of planning and planning for environmentally sensitive areas.
  • Knowledge of site planning and design.
  • Knowledge of Municipal policies, plans, and codes, and the ability to interpret and apply them in complex or precedent-setting situations.
  • Knowledge of building codes, code enforcement, and related regulatory frameworks.
  • Knowledge of strategic planning, organizational development, and performance management in a municipal environment.
  • Knowledge of budgeting, fiscal management, and resource allocation for departmental operations.
  • Knowledge of intergovernmental relations and the legislative process affecting municipal planning and development.
  • Skill in the training, supervision, and professional development of personnel.
  • Skill in the use of computers and various software programs.
  • Skill in leadership, conflict management, and change management.
  • Skills in problem-solving, negotiation, and facilitation.
  • Skill in verbal and written communication, including the preparation of clear, concise reports and recommendations.
  • Skill in strategic decision-making and prioritization of competing projects or initiatives.
  • Ability to take initiative and work independently with minimal supervision.
  • Ability to provide excellent customer service and implement customer service programs.
  • Ability to create and maintain effective working relationships.
  • Ability to lead complex projects from conception to completion, ensuring alignment with organizational goals.
