This role requires significant expertise for supporting a large, diverse portfolio of software applications and technologies within a complex enterprise environment and requires a strong understanding of both business needs and technological capabilities to ensure the portfolio supports organizational objectives, minimizes risks, and drives innovation. The Application Portfolio Management (APM) Analyst III has a thorough understanding of Application Portfolio Management, clinical and operational workflows within all care settings, and applies this knowledge to strategically managing an organization's software applications to align with business goals. Key Responsibilities

Lead the response to application support requests and incidents within defined SLAs, ensuring exceptional customer service and communication. Oversee the management of application and team documentation, ensuring its accuracy, completeness, and relevancy. Establish, maintain, and expand strategic relationships with software vendors to ensure the highest level of support. Strategically plan and execute application upgrades and security patches, ensuring alignment with application roadmaps and release schedules. Achieve and maintain advanced certifications, following comprehensive learning paths. Lead and oversee analyst-led projects, managing all aspects including leading meetings, bringing in the right individuals, taking meeting minutes, and communicating overall project status to stakeholders. Provide mentorship to other application analysts through situational coaching and knowledge sharing to ensure a full understanding of application-specific best practices and team norms. Maintain relationships and collaborates with existing interdepartmental contacts to ensure effective and positive cross-departmental work. In conjunction with the team manager, provide general direction to the team to ensure overall goals are achieved and to ensure project work can continue in the absence of a leader or subject matter expert. Own the development, routine maintenance of detailed architecture documentation including system diagrams, and documentation of system dependency maps, integration, and other critical components as needed to comply with disaster recovery, security, and operational run-book requirements. Manage the entire application lifecycle to include implementations, upgrades, and eventual decommissioning and data archiving. Oversee the management of all applications within an organization's inventory, including details about their purpose, owners, and technical specifications. Collect, track, and analyze relevant metrics and data related to application performance, cost, usage, and business impact to make informed decisions. Analyze and evaluate IT spend, including license fees, maintenance, and infrastructure costs, to identify areas for cost reduction and resource optimization. Assess the functionalities of new applications to determine if it meets defined requirements and provides necessary capabilities that aligns with business value and technical fit. Identify applications that provide similar or overlapping functionalities as part of application rationalization and analyze relevant data on application performance, usage, and costs to make data-driven decisions. Manage the decommission of outdated, redundant, or underperforming applications while ensuring data integrity, compliance, and business continuity. Manage the extraction, transformation, and migration of historical data from legacy applications to new systems or archiving it for compliance and historical purposes. Stay updated on relevant regulations and ensuring application management practices adhere to legal and industry standards. Skills and Experience Bachelor's degree in Information Technology, Engineering, Healthcare Informatics, (or 15+ years’ industry experience). Expert level experience in implementing and managing ITIL-aligned service management processes, including Incident, Problem, Change, Release, and Service Level Management. Advanced analytical thinking and problem-solving skills. Exceptional communication, customer service, and leadership abilities. Expert experience in application support, documentation management, and vendor relationships. Strong ability to work collaboratively, independently, and consistently provide support in a team oriented environment and lead by example. Extensive experience in the US healthcare IT industry, with a deep understanding of healthcare information systems, electronic health records (EHRs), and health information exchanges (HIEs). Deep understanding of applicable laws and regulations, and ability to ensure organizational compliance. Strong ability to manage complex application environments and lead support for critical needs. Expert proficiency in clinically integrated hospital and/or physician office workflows (both clinical and business). Superior track record of completing assignments on or ahead of schedule, demonstrating an ability to handle high-pressure situations effectively. Ability to navigate shifting priorities and manage time efficiently in response to changing circumstances and unexpected challenges. Superior understanding of application portfolio management principles and best practices Expert level experience in application lifecycle management from inception to retirement, and how to manage each stage effectively. Extensive experience with underlying infrastructure that supports applications, including cloud and on-premises systems. Experience in application lifecycle management from inception to retirement, and how to manage each stage effectively. Experience with tracking software applications and related assets within an inventory Ability to assess software applications to determine whether they should be kept, replaced, retired, or consolidated as part of application rationalization. Ability to identify and assess applications for decommissioning based on criteria such as usage, relevance, costs, and strategic alignment. Experience with data retention policies and procedures for managing both physical and digital records Ability to analyze and evaluate contract terms to identify costs and termination provisions. Minimum Years of Experience Bachelor's degree in Information Technology, Engineering, Healthcare Informatics, (or 15+ years’ industry experience). 11+ years’ experience in healthcare IT or equivalent IT application analyst position with degree requirement. Additional Details Long-distance or air travel as needed-not to exceed 10% travel.
